Incorporating Standard Traffic Ordinance pursuant to K.S.A. 12-3009 through 12-3012, and K.S.A. 12-3301 and 12-3302, there is hereby adopted by reference the so-called “Standard Traffic Ordinance for Kansas Cities”, 2011 Edition, as published and prepared by the League of Municipalities, save and except for such article, section, parts or portions as are hereafter omitted or deleted.

The following articles, sections or portions thereof are hereby omitted from the 2011 Standard Traffic Ordinance: Section 33 (a) relating to Maximum Speed Limits and Section 104 relating to Inattentive Driving.

The City Clerk of Andover, Kansas shall prepare and make three (3) copies of said Standard Traffic Ordinance, by marking or stamping thereon “Official Copy as Incorporated by Ordinance No. 1491. With all sections or portions thereof intended to be omitted clearly marked to show any such omission or showing the sections, articles, chapters, parts or portions that are incorporated, as the case may be, and to which shall be attached a copy of this Ordinance, and filed with The City Clerk to be open to inspections and available to the public at all reasonable business hours.

To expedite the handling of traffic offenses considered to be minor enough to be handled without a court appearance the legislature enacted K.S.A. 8-2118 which gives an accused person an opportunity to pay a fixed fine by mail. These traffic offenses are classified as traffic infractions. City traffic offenses, which prohibit the same traffic offenses as state traffic infractions must be classified as “ordinance traffic infractions.” A list of ordinance traffic infractions showing the Standard Traffic Ordinance section and corresponding state statute appears in the Appendix of the Standard Traffic Ordinance.
