(a) There shall be elected on the first Tuesday in April of each odd-numbered year a mayor and one councilmember from each ward and on each even-numbered year one councilmember from each ward, as hereinafter provided. The councilmember shall be chosen by the qualified electors of their respective wards, and no person shall be eligible to the office of councilmember who is not at the time of his or her election or appointment an actual resident of the ward for which he or she is elected or appointed, and if any councilmember shall move from the ward from which he or she was elected or appointed, his or her office as councilmember shall thereby become vacated. Those members of the governing body elected in 1967 shall have terms that expire in 1969 and those members elected in 1968 shall have terms that expire in 1970.
(b) Other elections shall be held at such time and in such manner as may be prescribed by law.

All officers elected or appointed, except the city manager, shall be qualified electors of the city and the removal from such city of any officer, shall occasion a vacancy in such office. Vacancies in the office of councilmember shall be filled by the governing body.

The City of Russell is hereby divided into four wards as hereinafter set forth in this article.

Ward No. 1. All that portion of the City of Russell, Kansas, north of the Union Pacific Railroad bounded on the west by Brooks and Grant Streets and north by 17th Street and corporation limits and on the east by the corporation limits.

Ward No.2. All that portion of the City of Russell, Kansas, lying west of Brooks Street and lying north of Union Pacific Railroad and “\vest of Lincoln Street south of Union Pacific Railroad to Jewell Street then west to Windsor Street then south to Dorrance Street. It is bounded on the south and west by the corporation limits.

Ward No.3. All that portion of the City of Russell, Kansas, bounded on the north by the Union Pacific Railroad and extends south along Lincoln Street to Jewell Street then west to Windsor Street then south to Dorrance Street then east to Main Street then south and then west to Windsor Street then south and then east to Main Street then south to Edward Avenue then east to Stephanie Street then south, east, and north along corporation limits to Witt Avenue then west to Front Street then north to Sunset Avenue then east to Seitz Street then north to State Street then west to Front Street then north to Ninth Street then west to Fossil Street then north to the Union Pacific Railroad.

All that portion of the City of Russell, Kansas, bounded on the north by the Union Pacific Railroad and extends south on Fossil Street then east on Ninth Street to Front Street then south to State Street then east to Seitz Street then south to Sunset Avenue then west to Front Street then south to Witt Avenue then east, north, west, and south along the corporation limits to the Union Pacific Railroad.
