That certain model code known as the Uniform Swimming Pool, Spa and Hot Tub Code, 1991 edition, published by International Association of Plumbing and Mechanical Officials is hereby incorporated herein by reference and made a part of this article. No fewer than three copies of the code hereby incorporated shall be kept on file in the office of the city clerk and be available for inspection by the public at all reasonable business hours. The filed copies shall be marked or stamped “Official Copy as Incorporated by the Code of the City of Russell.” All sections or portions of the filed copies shall be clearly marked to show deletions of the code. This code is for the purpose of providing minimum requirements and standards for the erection, installation, alteration, addition, repair, relocation, maintenance or use of any swimming pool, spa or hot tub plumbing system.

Any person violating or failing to comply with any of the provisions of this article shall .upon conviction thereof be fined not less than $25 nor more than $500 and each day's continuance of any violation shall constitute a separate offense.
