(a) The City of Russell, Kansas, does hereby adopt and codify by reference the following Standard Zoning and Subdivision Regulations, to-wit:
(1) The Standard Zoning Regulations and Associated Zoning District Maps prepared by Earles & Riggs, Incorporated, Professional Planning Services, prepared, compiled and promulgated for the City of Russell, Kansas, a municipal corporation in the year 1994.
(2) The Standard subdivision Regulations prepared by Earles & Riggs, Incorporated, Professional Planning Services, prepared, compiled and promulgated for the City of Russell, Kansas, a municipal corporation in the year 1994. That all of the provisions of said Standard Zoning and Subdivision Regulations which have the same force and effect as though all of the terms and provisions therein contained were fully set forth herein. Said Standard Zoning and Subdivision Regulations having been prepared as aforesaid is hereby adopted and ordained by reference pursuant to the following statutes, to-wit: K.S.A. 12-3009, 12-3010, 12-3011, 12-3012, 12-3301, and 12-3302.
(b) It is further ordained that three (3) copies of said Standard Zoning and Subdivision Regulations and Associated Zoning District Maps so adopted herein stamped as official copies are on file with the City Clerk and are available for inspection by the public during all business hours in the office of the City Clerk.
(c) The zoning maps which are a part of the Standard Zoning Regulations incorporated herein shall be subject to all zoning ordinances modifying areas not established on the map as originally designated.
