Article 4. Personnel Policy and Employee Benefits

There is hereby incorporated by reference for the purpose of establishing employee personnel rules and regulations the document entitled “Carbondale Employee Handbook.” One copy of said document shall be marked or stamped “Official Copy as adopted by the Code of the City of Carbondale” and which there shall be attached a copy of this section. Said official copies shall be filed with the city clerk and shall be open to inspection and available to the public at all reasonable hours. All departments of the city shall be supplied with copies of such rules and regulations as may be deemed necessary.

(a)   The Employee Handbook (“Handbook”) describes the policies and practices which govern employment with the City of Carbondale and outlines various benefits.

(b)   The policies do not cover every situation that might arise.  They serve as a guide for personnel actions.

(c)   The handbook is not intended to create any contractual rights of employment between the City and its employees, either express or implied. Employees are employed “at-will,” meaning that either the City or the employee may terminate employment at any time with or without notice, and with or without cause.

(d)   No employee, officer or official of the City has any authority to enter into any agreement with an employee for employment for any specified period of time or to make any agreement with an employee that abrogates in part or whole, the at-will relationship between the employee and the City.

(e)   The City of Carbondale reserves the right to revise, supplement, or rescind any policies or other portions of the handbook from time to time as it deems appropriate, at and within its sole discretion.
