The mayor shall appoint, with the approval of the city council, a library board for the city. The library board shall consist of seven members in the manner and for terms as provided by law. The mayor shall be ex officio a member of such board with the same powers as appointed members, but no person holding any city office shall be appointed a member of such board while holding such office. All members appointed to the library board shall be residents of the city. Vacancies occasioned by removal from the city, resignation or otherwise shall be filled by appointment for the unexpired term. No person who has been appointed to the library board for two consecutive four-year terms shall be eligible for further appointment to such board until two years after expiration of the second term. Members of the library board shall receive no compensation for their services as such but shall be allowed their actual and necessary expenses in attending meetings and in carrying out their duties as members.

(a)   Maximum Library Fund Tax Dollar Amount

In accordance with K.S.A. 12-1220, the governing body of the City of Augusta, Kansas hereby establishes as a limit of taxes to be levied for the maintenance of the Augusta Public Library a maximum Property Tax Dollar amount for the Library Fund not to exceed $378,265 per year.

(b)   Maximum Library Employee Benefit Fund Mill Levy

In accordance with the provisions of K.S.A. 12-16, 102(d), the governing body of the City of Augusta, Kansas hereby establishes a maximum Property Tax Dollar amount for the Library Employee Benefits Fund not to exceed $106,120 per year.
